No calls whilst roaming on VC?

Hi all, I need some answers regarding Cell C's roaming
We went to buffelspoort resort and as expected no Cell C coverage.
My phone switches over to roaming on vodacom with full signal, yet I cannot make a single call?
So is this a phone issue(samsung note 2), or a cell c issue?

When that happens usually rebooting the phone solves the issue for me
