No car papers

What can I do ?

On the 17 February 2016 I purchased a car polo C/line from Manhattan Motors in Pretoria Gezina with the amount of R 130 000.00 cash. I was given the vehicle than they told me that Natis documents are at their head office in Johannesburg I must come next week to get them.

The following week I went to their office to collect Natis documents, they keep telling me lies, ignoring my calls and giving me stories. Till to date I have not received the car papers.

I tried to engage with dealership on countless occasions requesting the Natis documents without success. I went to Independent Dealer Association they didn't win the case they referred me to MIOSA (Motor Industry Ombudsman of South Africa ) the garage didn't respond they changed address and office numbers MIOSA referred me to lodge a complaint with National Consumer Commission I did that and they told me that the garage has no where to be found they went to Dubai. They closed my case

So is very hard to get the car papers. The car disk has expired long time ago. Now I cant use the car or I cant even sell it agreement letter. Help

Then you may be SOL, but go to the Licensing department and talk with them...

I have tried several times they need the copy of I'd of the previous owner

The average person at the front desk will probably not be able to assist you. You'll need to find someone hier up willing to listen.

The garage would probably have the car registered under some random holding company name.

Not sure where you are, but in the Western Cape you do not need the ID of the previous owner. You need the original registration document of the vehicle, and proof of sale like a sales receipt or invoice, and the blue form to apply for registration of the vehicle and of course your own ID document. Separately the previous owner may or may not have handed in the yellow form which notifies the licensing department that they have sold the car, but this is merely so that the previous owner can absolve themselves of anything that happens with the vehicle after it is sold (such as speeding fines, etc).

Bottom line though is that without the original registration document of the vehicle you're not going to be able to register the vehicle in your name.

It's a long shot but maybe try a VW dealer and explain your story, they might be able to help with the contacts, giving them to you is going to be another challenge since it is someone's personal information, but since you don't have too many options just give it a try.
 
Don't know if this will fly, but how about considering it to be an abandoned vehicle? Calculate a monthly storage cost, and claim the vehicle in lieu of payment. If they don't accept your ownership, then they cannot dispute that it is not your car.
There must be some applicable law and process that lets towing companies sell the unclaimed vehicles they store. Maybe some of the legal experts on the forum can provide guidance.
