Signed up over the weekend, and currently not impressed.
I have full signal on my phone, and it says it's using HSPA+
There is no data flow at all. No email updates. Play store not working. No internet. Nothing.

Welcome to the club. Its nothing new. I've been having this problem for the past 17 weeks & still no resolution. My 10 year old son loves the android play store. When i was on Vodacom, downloading games from the playstore was a pleasure. But on Cell C, no such luck. Cant download F... all. Even a google page is a mission to load.

I tested over the last month with a prepaid sim. Didn't experience issues like this.
Cell c is suffering with congestion.
When one tower is under load, another takes over, redundancy built in.
It's always going to be intermittent to dead.
It's the end of the month, lots of users finishing their bundles so they don't lose it, then new bundles are available for the new month.
You can expect throughput in the middle of the month.

I think the time is wrong on your IPad.
Did you know you can use LTE on your iPad? That's more than 20Mb/s!!! But you can't, shame man.
