Well yes and no. Government officials and cadres ensure there is wealth for them even without electricity and proper income for the country. I don't think any of their time is spent actually linking the lack of electricity to the general wealth of the country. More likely the time is spent seeing how selling the country to Russia and China will be of more benefit to their pockets..
