No Telkom ADSL without Telkom W/Ender Plan

Hi,
I have a Telkom 4mbps ADSL line and queried R174 Telkom W/Ender Plan that they tagged on. Apparently you cannot have an ADSL line without a minimum voice plan. That implies R189 line rental + R174 (+VAT) W/Ender voice plan. I don't plan on paying for something i don't use. My DSL line don't have a phone connected - purely data.
Can anyone enlighten me on this "Telkom policy decision"?
If i review the Telkom ADSL bundle options, then the package is listed and they mention that the line rental is excluded. There is no mention of a compulsory Voice-package.

It is sold as a package which is why it has to be included initially.

The voice plan is the analog phone line? You have to have that, it's always been like that. You should be paying for the phone line (weekender plan is the cheapest), the ADSL line and your ISP.
