Nobody Can Solve This Windows !! Problem in 3 years!

The context menu font is bigger than the heading fonts so not seeing the issue?
I magnified the image so you can see it. On my display it's tiny and I have to continually squint to see the menus
 
im assuming tried everything means this is one of the first things he tried.
and that the menus are in a custom program with no support of something non standard that comes with Windows.
Nope it's standard apps such as Photoshop ... it's fine when I boot into Win 10
 
There is a registry hack that will allow you to change the text size - Have a look at this article -Click HERE
If you are not comfortable editing your registry, there is a Free app Winaero Tweaker that will do it for you

Tried all the registry hacks for DPI settings and menu sizes ... no effect
 
What happens if you change your display resolution? Does it ever revert to normal size when viewed in another resolution?

Have you tried scanning your system files for signs of damage?

Open an Administrator Command Prompt and enter this command...

In the command prompt window, type SFC /scannow and press Enter . The System File Checker (SFC) utility checks the integrity of Windows system files and repairs them if required.
Been there done that. No bad files found. Like I said there isn't anything I haven't tried in 3 years.
