Noisy neighbour

From the sound of it, our neighbour runs a metal fabrication business out of his garage, which shares a wall with our backyard. My wife is an academic, who works from home often, while I'm now confined to barracks for 6 weeks after shoulder surgery. We've tried civil communication. He ignores us and carries on. What can we legally do to sort this one out?

Well if he is running a business from home that is making a noisy and doesn't have a license/permit to do so then that's the easy avenue to tackle.
 
Report him to the municipality for running a business from home.

What about escalating it to the staff sergeant? Surely there are rules about running private businesses on base?
 
I've been working on that since May. He claims that making stuff is just a hobby to keep him busy.
If it's a hobby then you will need to go with the noise pollution route, if it's an actual business you'll have to somehow get evidence of that.
 
I sometimes wish that inconsiderate would just piss off and die and take their gene pool with them.
 
Ask him what music he really hates. Then, when he tries to relax, play it loud in his direction. If he complains, you can just say playing music really loud is your hobby,
 
Go the noise pollution route. No neighbor is allowed to make a nuisance of himself with noise or otherwise to anyone at any time.
