NOKIA 3110c Won't start up, if it does, it hangs!?

Hello,
I have a problem with my NOKIA 3110c.
Initially it would'nt start up, the screen just flashed once and then died again.
I wasn't able to start it up for a long time. Then about a month afterwards, I decided to give it a go again and connected it to my pc, via the USB port cable.
I had it connected, then turned it on. for some reason it came on, went throught the NOKIA startup (The hands) and then on to the home screen, it goes into a hanged state.
The keypad also didn't work.
Now I am told that there was liquid damage on the phone, but I never handled it with wet hands OR
had it anywhere near water. We live in a very dry part of SA!
The picture shows some corrosion, but no other evidence of water damage anywhere motherboard or on the phone.

These repair people made me sign a form, which included a mention of R225 levy if found to have water damage.
And as I now find it, they informed me that it is BEYOND ECONOMICAL REPAIR! and of course i owe them R225!
I don't buy this and feel like they're just making money out of me!
what can I do, given that this phone is still within the 2 year warranty period!
