Not enough equipment at exchange.

I have been waiting to proceed with my ADSL self-istall since 23 Dec. The latest I got from Telkom, after I called 10219, is that there is not enough equipment at the exchange. My area is however ADSL capable. Is there anyone who knows what this could mean? I have this sinking feeling that I will have to pay Telkom line rental for a few months with no access to ADSL. I do not use my line for voice.
 
I called Telkom again. They cannot tell me when I will have ADSL access. I also cannot cancel the line, because then I would have to cancel the ADSL order too. That means I must now pay them indefinitely. This cannot be legal?
 
We waited 3 months before there was a port available for our adsl. No way to speed this up that I could find. Fortunately for me we use the phone line, so it didn't hurt that much.
 
There must be a better way for Telkom to notify their customers about port availability. Currently the only way to find out is to apply for ADSL access.
