I have an ADSL at 4Mbps with my ISP (Axxess) and decided to check if I could upgrade to a higher speed. I checked both on Telkom and Axxess Webpage for the available max speed and it's 10Mbps. I decided to upgrade and even contact my ISP to confirm if I am on the upgraded 10Mbps speed. They replied saying that it's "on" on their side and that I should contact Telkom to upgrade their line.
I then contacted Telkom if they could upgrade their line and they replied saying that I don't have that speed available, even when I told them that their website says otherwise. They then said I can only have the 5Mbps deal that displays under "Deals available for you on ADSL (up to 10Mbps)." This left me really confused as my router doesn't report anything up to 5Mbps.

As the screenshot shows, I'm still stuck on 4Mbps. The Max Rate is quite a bit higher, although I've heard that its sometimes not what the current exchange supports. I don't know where or how far the exchange is and if that could be the problem. Would this be my ISP's fault or Telkom's? I'm not sure what I'm missing here, or what terminology I'm suppose to use to communicate to these people to get my ADSL up to 10Mbps, as anything over 4Mbps would be beneficial right now. I would really appreciate any feedback on this.
