They say the EU realms should be online by 11am CET - that's 12pm here (i.e twenty minutes ago).

Realms going up right now, most are up, though some are still loading. Like Scarshield Legion - my realm

just logged on, few initial changes I like - sending mail with up to 7 slots, and the vendors, FP and repairers have specific mouse over icons.

Another really cool addition is that you can now see all mobs/players on the ground whilst you are on a flight, regardless of altitude. Doesn't really aid in gameplay, but makes flying more fun.
