Move your dongle to a different area of the house. I know a couple of guys who moved to somewhere else in the house and had a huge speed increase.

+1 This is definitely the way to go. Even a slight adjustment can push it up at least 1Mbp.
 
I'm currently connected on HSPA using my Cell C 2 gig per month speedstick and I'm barely mustering 20k/s.

I have yet to see these blistering speeds, actually... :(

I don't understand, you post a screenshot showing 840kbps but say you say you're barely mustering 20kbps? Even if you mean 20 kB/s rather than kb/s, that's still a factor of 4 lower.

In any case, I have found the MDMA app quite useful in helping find spots with better reception:

It also shows a real-time updating signal strength indicator with a colour-graded bar where green = good, red = bad, so you don't have to understand what the RSSI figure means to interpret it. It's also not hidden in some obscure part of the software.

It also has the useful feature of selecting "3G only" mode to prevent the device going to EDGE.

Puzzles me that Huawei don't build features like this into the official software.
