The inherent cost of a wafer is the process to get it from a blank item to an integrated circuit. The cost is proportional to complexity.
To reduce the cost, going after the materials is probably like trying to save 5 cents on a R100 meal.

If they want cheaper chips, they need to tackle other things, not this!
