November: Local no longer capped?

Apparently Telkom are going to stop counting local traffic against the cap. Can anyone confirm these rumours?

The reason I ask is that I intend to buy a local-only account as well as another SAIX account so I can split my traffic using IPCop, however this would be pointless if Telkom decides that local traffic will no longer count towards the cap.

Anyone know anything about this?
 
One of ICASA's rulings is that local bandwidth must be free. Telkom has decided not to abide by this ruling, until now. I think it's in November when they will make local bandwidth free. In the meantime, get your local only accounts cos there might be delays with Telkom, as delays are inevitable. Also remember that Neotel claims that they will launch on November 15.
 
Got any solid evidence confirming this? Would be great if it were to happen

Thats not what ICASA ruled. They said that "Local bandwidth usage shall not be subject to the cap". That does not necessarily mean "free" though. They can still charge you for it. Heck, they could even charge you more after November because of the added "burden"/"admin"/hardware costs they have, in order to comply with the ADSL Regulations.

Just a thought...If Local would be free, What account would you use to get this free access? If you need an international account to be able to surf free locally, then it ain't so free anymore.

No, its not - as ld13 quite correctly points out the regs only say it must not be subject to the cap.

So far telkom has ignored or interpreted these regs as they see fit. Who really believes that's going to change?
 
ok let me clear the confusion. this is what i meant. if local bandwidth is not added to our cap, it means in effect that we're not paying for local bandwidth. it means we are only paying for international so in effect we get free local bandwidth. does anyone understand what i mean?

I can also make a site that tells everyone that Petrol should be free. The Free Petrol Campaign I'll call it. Doesn't mean that petrol Should be free just because there is a site about it now though.

"Local bandwidth usage shall not be subject to the cap" is one big Legal Grey area. Why ain't laws suppose to be straight forward in the sense that it can only be understood in One Clear way?

No, In effect you are not getting it for free, you are merely not using your More expensive International bandwidth by surfing local sites that cost near-to-nothing for Telkom bandwidth wise.

Neotel launching on Nov 15th? now that would hopefully be a nice birthday present for me :D
 
Local bandwidth not being subject to the cap is fantastic if you use mainly local.
In effect you can get a 1GB international account and quite happily carry on if you are so inclined/spend most of your online time gaming on local servers.

Is there any proof, or did someone just thumbsuck the idea that local will not count towards any caps from November?

If you buy a local only account from WA, for R70. Do you get unlimited local surfing IOW?
 
it's ok let's wait and see, but i did see it either on this site or some other site that Telkom will do this in November. it might have been on itweb.co.za.

The deal is that in their ADSL regs ICASA proclaimed that "Local bandwidth usage shall not be subject to the cap".

Now knowing telkom as we do its not a stretch of the imagination of how they are going to interpret this - one possibility is that when you surf locally it will not deplete your international bandwidth allotment. There is nothing in the regs that says they cant charge for local bandwidth.
