NPO support

They appear to be behind certain very specific laws:

ODAC provides practical and niche services to individuals and organisations with a social justice agenda to help citizens access their rights in respect of two key new pieces of legislation:

* The Protected Disclosures Act 2000 (PDA)
Assented to and signed on 1 August 2000
* The Promotion of Access to Information Act 2000 (PAIA)
Signed by the President on 2 February 2000

Debbie2 it looks like if your "things" relate to those laws you will be in luck, otherwise maybe not, but anything is worth a shot.

I was thinking something along the lines of using the support of this NPO to use the Promotion of Access to Information Act to get hold of:

1) The little secret agreement between Thintana, Telkom and govt that dates back to 1997-ish. Why do they continue to keep this secret? Even opposition politicians have been unable to get this agreement. What the hell is in it??

2) Telkom's roll-out figures. I do not believe that Telkom fufilled their obligations to the extent that they reported. Icasa (as the successor to SATRA) was mandated to do AN INDEPENDENT AUDIT on Telkom's progress in this regard. This audit requirement was actually written into law. YET THERE HAS NEVER BEEN AN INDEPENDENT AUDIT. No one actually knows whether these licence conditions were fufilled. Govt, and us, the citizens that have funded Telkom's monopoly, are forced to rely on what Telkom says. Given Telkom's record of deception and just plain outright lies, I see no good reason for simply accepting Telkom's figures as 'truth'.

I would like to pursue this issue, and I think that perhaps this organisation could help us.

The following is an email I received from ICASA when I questioned them on this:
it is true that we have not done an
independent audit of Telkom's rollout performance save to say that what
they reported to us was audited by auditors engaged fot that purpose by
Telkom and they submitted audit reports on an annual basis. (Peter Hlapolosa
GM: Telecommunication Services, Independent Communications Authority of South Africa) March 2005

Regarding issues I mentioned in post above....
Anyone particularly interested in the ways and means and nature of Telkom corporate culture, this makes for excellent reading: http://www.pmg.org.za/odb/Telkom.htm

It is Telkom's submission on PAIA (I think the bill was under a diff name there, or PAIA is something that give force to this legislation....whatever, it is clear the two are related).

Nice little example of how Telkom is against civil liberties.

Eish... Telkom's picking up troubles left, right and center... wonder where this one will be going.

No doubt Telkom's living in interesting times... :D

This will be interesting to watch.

Good luck to all the parties concerned (except teklom...).

/me goes to make some popcorn... :D

This will be very interesting. Very very very interesting.

I expect a struggle to get hold of these two pieces of info. If I can get support from certain NPOs and perhaps even IDASA, I think that this could be a bit of a stinker for Telkom whether I get the info or not.
