It's likely an outward only line for a telemarketer or scammer.

Debt collectors use these too.

Thanks Willie. If i put the number in my caller ID app is says that it belongs to afriforum,

That number is flagged as "Fsi Shares Scam" on truecaller
Service provider is Session Telecoms

As for why you couldn't call it back: could be due to anything from a misconfigured PBX, routing problem, connection or equipment being offline, etc

The number is a Session Telecom Number, so if they are doing something naughty best to contact them.
