Do listen. 4060 is really odd especially with the low ram, which means it is going to be obsolete really fast as games progress needing more ram. There is already instances of games needing 10 gig vram and the performance tanking even at 1080pDefinitely. Don't listen to the naysayers. Yes, it's not a huge increase in performance vs previous generation, but in your case, it would money well spent if you upgrade from a 1050Ti. Prices are starting to come down as Nvidia notices that people are not going to spend large sums of money any longer on GPUs.
I'm also keen on an upgrade, but with a RTX 3070, I'd rather wait for the 5-series (which I believe is coming end of this year) so I'll skip this generation. I normally skip a generation and then upgrade. At the end of the day its your money and decision, but believe me, going from a 10-series card to 40-series card, you'll see a nice bump in performance

Trust me when the new unreal 5 games start hitting stores you will be in a world of hurt, so it isn't a matter of future proofing, rather it isn't worth getting.Games are going to drastically shift on requirements in the next year or two. Regardless of his money, i can't advise buying this card due to this going to directly impact performance....older games sure, 1050ti to some extend could still play a lot of new games even today albeit with reduced settings, but it isn't going to help if you run out of memory and performance tanks needlessly, if the game you are playing doesn't have the option to reduce texture size and quality you are screwed. I'm well aware of the RAM issue, no doubt and what you're saying makes sense. But I mean, if he's still using a 1050Ti, how much gaming does he really do and will he ever play something that is going to cause him to run out of VRAM? Probably yes, but for the most part, he'd suffice with it. There is a 16GB model coming out end of July, which might be more lucrative.
At the end of the day it's still his decision and his money. I'd pull the trigger if the card fits the budget, because if you keep on waiting to buy something in the world of IT, you might not end up buying anything because new tech gets released ever so often. But to each their own

Dollar is not close. The GTX 1060 had a MSRP of $250 compared to $400 for rtx 4060. The rand has tanked but GPU prices dollar terms have also gone up quite a bit.
