Obtaining a fixed IP address for FTP server

Could anyone please explain to me how to set up a fixed IP addess for my PC so that I can use a FTP client at work to connect to my home PC.

I'm using the FileZilla Server on my pc at home and want to connect to it from my laptop at work using WinFtp Client but as far as I can figure it out (after much head scratching and Googling) I need a fixed IP address to do so.Now I'm stuck:o
 
dedicated IP's are hard to come by, unless you have diginet or uncapped ADSL (which starts @ R1500+ pm). So, you could ask your ISP, who may or may not sell it to you @ a monthly price, or use dyndns (most ADSL & 3G modems and routers support dyndns out of the box) to setup a dynamic IP to static DNS for you, allowing you to access it on something like ftp://ftp.homecp.dyndns.org - and it's free :)
