Octotel specified that 25Mbps is only for new sign-ups and is unavailable for package changes.

I learnt this a while back too, I live alone and have a 50mb line a don't use fully. I could get by with 10mb so 25 would be perfect, but no, Octotel are money grabing.

Well, game the system. Have the installation done on your wife's/brother's/mom's account. If they want to play stupid games, they should win stupid prizes.

I'm about to leave my current ISP because they won't allow speed downgrade. I'm simply switching to another provider that allows me the lower speed at a new signup price, saving a couple hundred bucks every month.

Hi. Unfortunately not.
The Vumatel 25Mbps package is area specific and only available for new signups.
