Odd issue with frame drops and stutter Windows 10

1 - 8GB DDR4 2666
2 - 8GB DDR4 2400
The 2666 is downclocking to 2400.

That's likely causing an issue, as per the symptoms.
Remove the 2400 and leave the other.
Try again. If you see it's a dramatic difference then you need to get another 2666 or another 2400.
2400 with 2400 of course.
 
You may have a potential GPU temp issue (previously it seems you were checking CPU temps), install MSI Afterburner, play a few minutes and observe the GPU temps, if its above +80 degrees while playing then you could be thermal throttled, the GPU cuts power automatically to avoid overheating causing FPS to drop.
 
So I’ve installed a 1TB Samsung 860 Evo SSD in my laptop along with an additional 8gb of RAM from an old laptop

However , I’ve been getting lags, stutter and hectic frame drops across the Windows 10 GUI , VLC, YouTube on google chrome basically everywhere even just a click causes frame drops even my YouTube shows a good few dropped frames as well as VLC

I’m not sure what it is as I was running a WD 120gb ssd before and without the additional 8gb of ram and everything was fine

Ran Samsung magician and showed no errors and did a Windows memory test and no errors as well

Specs are :
Intel Core i7 8750H
16GB DDR4 2400
GTX 1050 Ti
1920x1080 screen

Some advise would be appreciated
If it's your boot drive and you ported everything from the old drive, my advice would be to back up as much as you can, and just reinstall Windows like others have advised. The porting often causes issues - nothing a fresh install won't fix.
