Thats not allowed. If I remember correctly, there is supposed to be at least a HD, MB, CPU and RAM in order to sell a DSP version.
How does that compare to the New OpenOffice 3 which can open DocX files?
I suppose if you look at the fact that his users are already using office happily and there will be pretty much nothing new to teach them then it compares quite well. Also he's already paid for 30 licenses so might as well use them.
Never paid for the licenses, refused to give M$ any money.
No complaints from them using Openoffice the UI is not much different from Office 2000 which we've been using for donkey years.

As has been stated earlier in the post, it's not legal to buy either an OEM or DSP version without a complete PC. All you have to do is look at the EULA on the inside of the license box. Matrix and others will of course sell you the license, and your money is down the drain.
