Can I add user to a SharePoint site if they do not belong to my organization or do not have a Microsoft Office 365 licence?
 
To access / interact with Sharepoint, you need OneDrive for business, they use the OneDrive app to link everything.

You can share stuff with external people and they only need browser.

So do you need that person to have full access to the Team Site, or only for access to external party to some content.
 
Office 365 Business Essentials includes OneDrive for business.

The user need to edit data only.

ps. I attempted to invite the user via email but it did not work.
 
Is this person going to stay as external party just editing a shared folder with some files, or do you want the person to have full acces to the Team Site.

In the second option the person would need the OneDrive for business. (That is included in 3-5 licenses)
 
The user will do edits only.

I was under the impression I only had one licence for OneDrive. :o
 
No what I meant, OneDrive for Business is included in 365 Business Premium, Essentials and E3, and couple of other options.

Just to give access to file(s) you don’t need OneDrive, you just need to provide that person with a shared link.
