with my GTX280 my graphic settings are:

Video Mode = 1920 X 1080
Full Screen = Yes
AA = 4X
Aspect Ratio = Auto
Synch each Frame = Yes
Screen Refresh = 60hz

Texture Filtering = Auto
Anisotropic Filtering = 0
Texture Quality = Auto

Shader Warming = No
Shadows = Yes
Bullet Impact = Yes

My Nvidia control panel is set to application controlled for 3D apps / Games....

Synch each Frame = No <- if on yes, it limits your fps to 60 (60Hz screen)

everything is on max...

then cl_mapxfps 0

and I average about 100, max 132
 
I bumped my AA to 8 X and put my Anisotropic Filtering to full ... Still avg 58FPS max 60, also tried shader warming Yes... no difference..
 
Wil do these changes tonight. Will give post results tomorrow. I did check my resolution = 1024 X 720. Will run as per Sharkies settings and see. I am awaiting the delivery of my 1TB drive, at which time I am going to rip out my 250 with the OS and do a clean, fresh install on one of my 500's. If I still sit with issues then I am going to toss my PC into the Vaal river and wait for my Sandy Bridge build before I play games again.... :)

Give it a try, but remember he has an I7 920 overclocked and higher frequency ram.
So, although I said it is not hardware, better/newer hardware will always perform better on games. But the point is, this game should work fine even on your current hardware.
Remember like the 4th or 5th pach they made to let the game run better on dual core processors?????

But I still think 40 - 50 FPS is a bit shocking for a system with 4Gb RAM (albeit a lower frequency than the latest) and a new chip set GPU. I doubt that the coding will be THAT bad - besides IRG runs smoother than me on lower spec (marginally) PC than mine... I am starting to think that it is a HW issue on my side.

I think I will be doing a clean install of Windows on my 500GB as soon as I get home this avie - just to see if there is a performance increase... :erm:
 
Also, I just checked FRAPS, and on the main screen, it shows 45 ??????

So my settings are:

Now I have a HD5870. So compared to Sharkie, the CPU makes the difference

Normal 23" & 24" samsungs only run at 60hz ?? correct?? or should I try run Synch Frame = no rather than yes? ... BTW slaughter, my q6600 chip is legendary!! the things I've done to it!! lapped, OC'd (not at the moment). got it to 3.6ghz on air cooling!!! Alltho my ram failed and temps are a bit high! Maybe the game does just prefer a Quad chip ? But seriously I'm considering the sandy bridge.... mmm drool!

Yvi has a HD4890, another astoundingly good performer for the price (when it came out), I should check what fps she runs at. She only has 3gig of ram, not even running dual channel !!! Stupid Win 7 32bit (should have put 64 on for her). Also has a q6600 running @3.0ghz on an Asus P5Q board. I cant see any difference in game play between us though...

Why dont you try OC your chip a bit ?
 
I would... But I am going Sandy Bridge in just over a month's time! :) So although I am getting slowly but surely fed up with the stuttering on this game, I know it is only for a couple of weeks more otherwise I would have found something else to play, or gone back to MW2 a long time ago...
 
LoL. +1, OC the thing, you would get better frames...

Yes, because BLOPS is running on a dated engine, it responds better to Mhz/Ghz than display cards.

@IRG, all LCD screens run at 60hz, I think LEDs run at 100 - 120hz. That is why you have to turn off "sync every frame" when you want to see what your max frames are.
