It feels to me they blindfolded eachother and threw darts at the map of jhb for future tower placement, when it came to put up a olivedale tower.

It is the tower that covers the least amount of area, by quite a margin and it covers an already predominently covered area. Maybe the people in those areas need more cover? But do we not know some towers don't even work in the first place and it would be far economical to repair those.
I know the area well, and the tower is in a dip on the side of the Honeydew/North Riding ridge/saddle.
