Nope, but it would not have been so bad if South Africa had some foresight to PLAN: water supply's, Power generation, Public Transport etc. As now that they woke up (years to late) it is a problem for the next ten Years+ to come, Then they talk of growth? Clearly they thought with their Foreskin instead of having foresight.
