Open DNS advanced features will never work for us

So they ask you to enter a network in and then set up stuff life site blocking etc. But the problem is that I use ADSL and so I get a dynamic IP address. So if I add my IP, disconnect from the Internet and get a new IP if the user who gets assigned the old IP address also uses Open DNS it will block his porn sites if I have set it up to do that?

So is there anyway to make this work?
