Openserve Precinct Isn’t live

Good day everyone, hope everyone is well
I’m trying to get my fibre installed in my complex, they came last Friday to do the installation and the Nokia ONT Modem is connected but not plugged in yet. I assume the next step is for the router installation, however I had contacted Vox Support today and they had said that the precinct is not live yet . I’m not too sure what this means ?
If anyone could provide some clarity or explanation that would be great. Tried following up with Openserve on their webpage (submitted a request) but there‘s no phone. Vox calls go forever without being answered but will try to see what is going on.

Some like you've got pipes but no water.
The local network installation may be done but there is no signal on the fibers yet because they are possibly still busy testing all the connections or may still need to connect to the main network/exchange.

Do not call.

You will be wasting your airtime ... and your time.

Simply wait it out.

This is a normal occurrence during new fibre installations.
