This is incompatibly better than the Axxess offering, I mean I would murder that threshold in 1 day, no issue, then I'm stuck with 192 for the rest of the month, which pretty much strikes away the usefulness of the internet in terms of today's minimum speed requirement. If you can afford R999pm, then you can afford R300 more, and it is definitely worth it to avoid the threshold.

I have to say though... your logic is seriously flawed. If R1399 is not a big deal for people who can afford R999, then surely it wouldn't be a problem for you to forgo the R1399 option and take the R999 option while switching to prepaid/topup unshaped bandwidth during the day for maximum speed.
