Hi everyone,
I’ve been left unable to log into my Oracle Cloud account, and after contacting their support, all they told me was that they "can’t provide further details." Since I have no way to access it, I’m writing that account off—despite the data loss—and looking to start fresh.
However, I’m running into issues when trying to create a new account. Has anyone successfully made a new Oracle Cloud account recently? If so, what needed to be different?

Specifically, I’d like to know:
- Does the payment card need to be from a completely different bank, or can a new card from the same bank work?
- Does Oracle verify addresses, and would using the same one cause problems?
- Is a different phone number required for verification?
- Are there other factors (IP, browser history, device fingerprinting) that might be causing a new signup to be flagged?
