The orange pipes in Richards Bay are for Neotel (remember TATA is a shareholder of Neotel and they have TATA steel in Richards bay). I have a buddy who is doing the contract work for them. You will notice that they have linked the pipes right through to the Submarine station in Mtunzini (down the old N2) (even entering at Telkoms Building). They seem to have a stratergy of linking up all the educational institutions with fibre first....hence the orange pipe run down Via Ricardia road to Richtech college. It would then make sense to use the institutions as fibre hubs for further expansion of their network.
The pipes look a little large for immediate Blown fibre implementation but perhaps smaller feeders the size of straws will be added at a later date.
Info for those that dont know....Blown Fibre is an optic fibre not unlike a strand of human hair, coated with a rough textured substance. This fibre can then be blasted at terriffic speed through a duct (straw, pipe etc) enabling fast installations, repairs, replacement of fibre systems.
