Outlook email not connecting

I have been using MS Outlook 2019 on both my laptop and my desktop PC for ages, but 3 to 4 days ago the desktop Outlook install gave me an error "cannot connect to incoming server" or something similar. Using IMAP on both. RX port set to 993 and SSL encryption on both.
The laptop still works normally so the problem is not with the server. My phone is still working normally too.
The only way I can get Outlook to download emails on the desktop is to set the incoming port to 143 and encryption to "AUTO", but I understand that has security issues.
I installed Ubuntu Linux on the desktop and dual-booted, installed Mozilla Thunderbird and the incoming port works normally on port 993 and SSL encryption.
Can a recent Windows 10 update cause this issue?
 
Are you using Microsoft Exchange Online as your server? :)
 
My laptop just rebooted after an update and my MS Outlook stopped connecting to the server. Uninstalled the update and emails coming in normally again.
