Overheating Issue

I have a strange problem.

My Pc tends to overheat when I run Windows even in stand-by mode.
However if I run Ubuntu 8.10 it remains cool. I'm pretty stumped as to why this happens. Any body got any suggestions?

System is pretty old:
AMD 64 2800+
1.5GB DDR400 RAM
250 GB Seagate SATAII
got 2 fans running in the tower.
 
Ubuntu tends to use less system resources hence it running cooler, as for overheating open it up and give it a good blow with some compressed air to get rid of the dust.
 
I'm not sure what sort of heatsink you have over your CPU, but sometimes, those grill type heatsinks can accumulate quite a lot of compressed dust. Try cleaning up your case as much as possible
 
Cool. I'll try and dust it off.
What do I use though? I already had a board die on me trying it before.
What's the best possible way of doing it?
 
Well that CPU grill can come off completely so that shouldn't a problem. For the rest, perhaps try a hairdryer.

Maybe in cool mode. Don't think there's enough force though. Maybe at a petrol station using those things that people use to fill up their tyres.
