Overseas Communications...

I would just like to find out if anyone got information icw overseas communications..What i would actually like to know is, is the communication service overseas also as poor ( service wise ) as here in South Africa??

Where is overseas?

I understand Madagascar is not too good, as is the Phillipines, but don't try to compare us to the US and UK (not to mention Hongkong and Japan)
