Packard Bell recovery

My brothers PC is fscked and I'm trying to help him over the phone. After 10 minutes (I'm impatient) and said we should restore.

My Acer had a recovery menu that reset to factory defaults - but a quick Google says Packard Bell need a disk?

Is it true or is there a button? PC came with Vista

Are his data & mail folders backed up?

He doesn't know the model :/

But it seems some have a recovery menu by pressing F11 .... so we'll give that a go.
