Packard Bell : shut down after splash screen

My brother calls me to check his PC and I pop over thinking its a software issue which can be resolved easy - but - it doesn't seem to be :/

I switch on, the Packard Bell splash screen comes on .... And the PC turns off.

Any idea?

try removing one of the ram chips and then boot.

also is there any error sounds?

So you cant enter the BIOS either?

Try booting off a linux livecd.

Can also try resetting bios to factory defaults as well as upgrading it.
