Packet loss, assistance needed

As the title states, I have an issue with packet loss. Here's a snapshot of what I'm receiving at 2PM

The issue is that this gets worse. Significantly worse, up to 15% packet loss at 8 and onwards, only dying down around 12-1. At first glance this looks like exchange congestion. I've tried with different accounts, so far I've used the following ISPs: Afrihost, mweb, telkom, and webafrica. The problem is consistent. But the packets seem to drop at every hop, and the ping to the exchange never exceeds 100. Sometimes it goes over it's normal 45-50 range, but it never consistently hovers at high pings, the obvious exceptions being displayed in the snapshot.

What could this be caused by? I've had a telkom guy come out to check on it, but he said my line stats were fine. He didn't really acknowledge what loss was, or that I even had a valid problem. These are my ADSL stats:

I've also tried with 3 different routers, I also tried dialing the connection from my computer, and just using the router, the problem remains consistent.

The problem seems follow the schedule of exchange congestion, around prime time, it gets way worse. But the ping remains low-ish. There's way more jitter (I believe this is the correct term) when the loss is more prevalent though. My knowledge of exchange congestion is that it is almost always coupled with a high ping to the exchange's hop.

This kind of packet loss is incredibly debilitating, to the point where I'm unable to use most applications that utilize the internet reliably.

Any kind of assistance of information would be greatly appreciated, I'm at a loss as to what can be the cause of this.
Please don't hesitate to ask for more information that I may have left out. I can also provide another snapshot of when the loss is way. Terribly sorry if this is in the wrong place!

*Edit: I'd also like to add that those packets don't all drop at once, they drop at different times on different hops.
 
I would concur, exchange congestion. Use visualroute and traceback from one of their servers to your second hop. I bet you will see the graph move up closer to your router.
 
What area and suburb are you in? What is your telephone area code?
 
I live in Jeffreys Bay, in the Eastern Cape. My telephone code is 042-292.
 
Alright, so if this indeed exchange congestion, is there anything I can do about it? When the technician was here he said there was no such thing as reporting congestion, and that my best bet is to wait years until vdsl arrives. Wtf? Is that really the only recourse or info I can rely on?

Evening Eram, step 1 would be to get Telkom to admit to congestion at the exchange.

They would open a Network fault if this is confirmed.

We normally provide them trace routes and speed tests with the ISP account and the Telkom guest account, reflecting the degraded experience.

Who exactly would you recommend talking to? I've been attempting to call their support center, but I've given up on the hour mark on 3 different occasions.

Additionally the problem isn't really evident in a simple tracert, which is why I'm confused as to what it could be. For example this is a tracert from right now:

Does exchange congestion ever become apparent with just loss, and minor ping jitter? The ping isn't consistent, that's for sure, but it's not 2000ms like some of the other users who experience congestion. The loss however is completely debilitating in almost everything.

Your trace route is showing high latency on the 1st hop.

This represents the router.

You have mentioned that you tested with 3 devices though.

Latency on the second hop represents data moving from router to exchange.

we consider latency above 45ms on the second hop to be a representation of possible issue at the exchange.

If your line is with Telkom, you will be required to make contact with them.

That first hop IP displays as 41.133.246.1, which is not on my local network, the tests were performed using a PPPOE connection from my PC. So the first hop is what you would normally see as the second hop.

I missed that, my apologies.

Considering that, then the results seem normal. Within acceptable parameters
 
Precisely the reasoning behind my confusion, why would I be experiencing loss (which increases during regular 'congestion-hours'), whilst my latency to the first hop remains low.
