Packet Loss on Telkom Line

Hi everyone

I seem to have packet loss on my line.
I am noticing this through Teamspeak 3.
How would I go about fixing this because I can notice some delay in my League of Legends game play.

I am currently running on Soft Cap at the moment.
Could this be a reason for the packet loss ?

My packet loss on average is between 5% and 20%.
