I've been asked by the management of a block of flats for a quote on a complete paintjob for the building. Where do I start?
 
Were you asked to quote on the job as in you will be doing the painting, or were you asked to find quotes from other companies for the painting..??

If you were asked to find companies to do the job, you go on Google and search for 'painting citynamehere' and phone the companies who come up and let them come out and quote..

As to what to make sure they are quoting on and looking for:

- cracks and filling there of
- removal of any and all flaking paint
- fixing of any damp issues including the source of moisture causing the damp
- Spalding of balcony rails where attached in concrete (this must include rust repair before new concrete is added)

The list is not exhaustive but, any of the above not done or not done properly would result in a terrible looking and not long lasting finish..

Tricky exercise, as quotes will vary by quite large amounts.

However a quality job does cost more.

Agree with the comment that waterproofing should be given extra attention.

This. And don't forget labour costs. Workers need to be paid. You need to be paid too I presume? Unless you are intending to do this for free or just required to give a quote.
