The top countries have insane budgets and facilities compared to others. There's no metric I know of that'll make it "fair" but it would be interesting to see.

Yeah, I think I was looking at the highest number of medals for one of the smallest populations - but I'm a bit confused.

What got me on to this was looking at very small Netherlands, and the number of sports they are excelling at at these games.
