Aren't council supposed to be mostly talking shops before rules get finalized?

ANC municipalities are notorious for corruption and bad service. I think they got tired of the DA and FF+ whining about it. I am sure some fire mouthed FF+ official will be able to say "julle maak droog" forcefully in under 4 seconds, with 4 seconds left to spare. If the ANC knew how to implement and effective policy they would instead have limited the time to 1.5 seconds.

Wonder if they are going to use stop watches to time 8 seconds per person. lol.
