Which service will allow a web developer to build a platform that allows signed up users pay other users via the actual platform.

Without having to take the risk in keeping the customer bank account details safe or having to ensure that payments are made on time.

IE
Person A want something done, and buy credit using secure payment system like paygate, paypal ... what ever.
Person B does work for person A and receives the amount of credits agreed before the work was started.

Problem.
Which service will allow Person B to cash-out the credits ?

Credits is already a risk seeing its indirectly actually money, so it doesn't have to be credit based system, prefrably a direct payment system


Usually with paygate you register and you get a "Merchant" ID which will allow you to recieve payment to a fixed Bank account, but to payout it needs to be more dynamic?

Hopefully I'm making sense ?
 
Makes sense, but there are some payment gateways already established in RSA.What is going to set you apart from them? (I thought about this idea a while back and dismissed it after research - too much tape)
 
I dont want to become payment gateway, I want to make use of it, because I dont want the developer to reinvent whats already there and proven to be secure, and at the same time not be responsible for keeping peoples bank account details.

The system I'm referring to is for our customers sort of closed loop business to business and not open to the public
 
You would typically be looking at something like eWallet from FNB (something like that). I am not aware of anything like that, but PayFast might work like this, i.e. where "the customer" pays into "another customer's" Payfast account and the other customer can withdraw it.
Otherwise you'll have to contact bankserv and see if they can help you. They're behind all the payment gateways in S.A.
 
BankServ will not help you, you will need to go through a partner that has already done all the red tape. What you want i don't believe is exists, nor is it a trivial task. Ultimately you want to be a third party payments provider, you also want to be able to provision extra client bank accounts. The payment processor is the easy part, we wrote one at my current company. But in order for you to add extra bank accounts you need to be a provider. Add to this that you will then have to choose the payment methods either being RTC(Real Time Clearance) or PAAF(Payment against available funds). RTC is 40R roughly a transaction and PAAF is 8R i think. This entire process will take you a few months we did it in order to collect and payment of our various sub companies.
