My cpu fan decided to call it quits today. I replaced it with the stock cooler and now when i connect power, all fans spin at top speed and nothing happen when pressing the power up button.

Any ideas?

Fried CPU maybe?

As per Garyvdh' suggestion the other day. Remove the CMOS battery for about 30 minutes and put it back and test again.

Ok, i have removed the batt. I actually still worked after the fan stopped working...when i booted up the first time with the new fan, it actually went past the bios screens, then only stopped and nothing since

It could be a few things, but I would suggest making sure that all connectors are in place. Just leave the CMOS battery out for 30 minutes and try it again.

I tend to disconnect everything possible from the power supply (except graphics of course), sound cards, etc. and run it up that way. From there its trial and error. Failed/faulty harddrives are known to cause slow booting up.

Well I had an almost similar problem a few weeks ago. You have to test each component to eliminate the problem unfortunately. The fault was the mobo which was swooped out for a new one :).

I experienced all the fans working including the psu and there was an intermittent mobo beep and intermittent post screen and nothing thereafter.

Aren't the fans connected to some sort of temp regulator and the CPU? Needs drivers?
Open a window and see if there's a difference.

does your pc run for 3secs and then shuts off?

No, it just keeps running

I have aircon running here so it is quite cool in the room. Usually when all is fine and i connect the psu then the fans will spin up for a few seconds then stop, then only will i use the actual power button of the pc to boot up, but it doesn't get there

you did connect the fan to the mobo and not directly to the psu?

Yep
