A friend of mine asked me to look at his PC, not that I know a huge amount. When the power button is pushed the CPU fan and hard drive all turn on (not sure what the CPU is doing) but nothing happens on the monitor. There is dust on the CPU heatsink but I don't think enough to overheat the CPU, I could be wrong. (Foxcon 45-cmx mobo)

I have put the harddrive in my box and it boots with no problem. My first thought is that the Motherboard is gone but thought I would check before I tell him to replace it.

Any other ideas.

one question - does it beep? how many times and how long? (One quick beep is okay)

did you leave it to start up even if you can't see anything? you might hear the windows start up sound if there are speakers conncted - then it's VGA Card / cable / screen.

you should check if the vga card is seated properly, and perhaps try another screen/vga cable.

does your mobo have a light? if everything starts up, at least thats a good thing imo, the worst is when its COMPLETELY dead

Assuming you have checked that all plugs and connections inside the case are properly inserted and well seated and check that the graphics card and any other cards are also properly seated...

even though it sound like the stuff is turning on... that is no guarantee that the Power Supply is actually working properly. It may not be providing enough power to further boot the PC. Can you test it with another PSU?

if it still does not boot... then yes... I would suspect the mobo or the CPU.

Please do the following it should work
1) Remove the Power cable from the Case and Wall socket
2) Remove the Motherboard from the case
3) Remove memory , and cables and processor
4) Lay the motherboard on tin foil for 30-45 minutes
5) This will discharge any static build-up on the motherboard
6) Reset the memory and processor and power cable and switch on before assembling back in case

This method should work 90% of the time

+1 to the above

but I would also add that you should check for leaking or swollen capacitors especially around the CPU area. You don't say how old the machine is and on older motherboards the capacitors sometimes do swell up and leak especially with inexpensive motherboards.

If this is the case you might have to replace the board or have the capacitors replaced. Don't try and replace them yourself. Soldering on a multiple layer board is a nightmare without the right equipment. Trust me on this :)

Cool guys, shot. There is no video card, it all on board. Will look at it on the weekend.
