I'm in the market for a new Cpu and I have been going through reviews and so on and my question is: Can one honestly tell the difference of say 8% in the real world if we are side by side on our desktops/laptops? My question relates more specifically to the synthetic benchmarks. Oh, whilst I'm on this question, does a...say, 7FPS difference feel noticeable? Thanx.

In day to day, you can't really tell.

7fps? It depends.... 150 fps-> 157fps, no.
23fps -> 30fps, yes.

Unless you only play in 1080p with a very fast GPU on a 144hz display, you are unlikely to notice a difference in games between a new i5 / Ryzen 5 CPU, a 3 year old one or even a new top of the line one.
 
I went from a 9600k i5 6 core to a 16 core 5950x. No noticeable difference. Infact at times single core performance was snappier on the i5. A fast i5 is all you really need imo unless you do some form of production work that uses multicore properly .
