PC not booting

Hi,

I just upgraded my mobo, cpu, RAM and cooler.

Parts:
(new - yesterday arrived)
Motherboard: H97M-D3H
CPU: i7 4790
RAM: 2x 8 GB @ 1600
Cooler: Arctic Pro 7 rev. 2

"recycled":
PSU: 550W Huntkey greenpower (2/3 years)
GPU: Powercolor R9 280X (1 year)
HDD: Seagate 1TB 7200RPM (5/6 years)
Optical drive: some dvd drive (7+ years)
Side fan: not sure, 3-pin due to cooling issues previously with the old machine. (1 year)

I got these parts as a replacement for an old i7 950 that gave up life, it also had a similar boot issue. Could it be the PSU failing? Should I get it tested at e.g. Computer mania or Incredible?

Stuck in a boot loop.

EDIT: sorry about the darkness, can make another one tomorrow when the light shines in through the window.
EDIT2:
It had these same problems earlier at about 2pm, they went away and I booted of disc, installed windows 7 and ran all the updates till I restarted at 21h50. Then freeze at boot and this.

Have you tried to flash the BIOS with new firmware?

Also how did your i7 950 die? CPUs are really tough and dont just "break"

Well not sure if it was the CPU or the motherboard. 10/11 short beeps, which would mean mobo or CPU. Since if either one was damaged it would be easier to get a new motherboard and CPU, that's what we did. That was before it never started up anymore.

EDIT2: Taking it in to a repair shop

EDIT3: And it works. He just removed the graphics card and booted from on board. Seems it was a driver for the graphics card that did not install properly. He was nice enough to do it free of charge. (Computer mania Bayside)
