PC screen flickering black

I'm sitting with a PC and the screen starts flickering/going on and off shortly after bootup. Where do I start to look for the issue?

Things I've tried:
Booting into safe mode stops the flickering
Ensuring the correct screen resolution is set
Checking all the cables and testing with different cables just in case.

Edit: Forgot to add this thing is a fossil that runs Windows 7, doesn't have HMDI, and only supports VGA

Will it work fine, then go black for about a second, then typically be fine for a few seconds to a few minutes?

I had those symptoms with my R9 290 on my 4K screen, but went away when gaming. I saw online that quite a few other people also had it, from laptops to desktops to nVidia to AMD to Intel, on windows 7 and windows 10.

I never found the solution, but I think it went away on it's own later on.

My 1080Ti worked fine with the same screen with the same cable, but the cable would be the first thing to check.
It could be that your GPU is just shot.

An issue I see now is that my screen with go black when the windows overlay is shown in a game (like when you adjust the volume) when in HDR mode, but I'm almost certain it's the cable which can't handle 1440p 165hz HDR.

Boot-no flicker-flickers a few times-black screen-flicker again
 
No spare screen to test?

If second screen does the same, could be the card or just the drivers ... try updating the drivers if not done already.

Is it a dedicated GPU or onboard ?
 
My 11 year old Samsung started doing the same flickering last year when I moved it off my laptop to a 2nd hand gaming rig that was donated to me.
The on/off is only brief and usually lasts for a few minutes then most of the time everything is fine again.
I reckon its my GPU but I dont care as it was donated so Im not upgrading anytime soon.

Try testing your monitor on another machine first and go from there
