PC switching on and off.

I am trying to install windows 10 on an older desktop pc.(Gigabyte H110-M and Intel i3) The PC switches on and off and i suspect a faulty power supply. I can see the motherboard lights and the HDD light come on and the fan on the CPU spins up and stops. It goes off and on. Besides the power supply could it be something else? There are no beeps from the motherboard as well.
 
Thanks will check it out cause i did remove and clean the fan a while ago and re-applied thermal paste. That click on fan and heatsink on the four points always feels like i'm gonna break it when fastening it.
 
No windows error messages when it shuts down? Event viewer could give you some clues. Usually logs the ungraceful shutdowns when it starts up again. Using software like OCCT to stress test various components can help as well

PSU's can be tricky to troubleshoot, unless you can get a spare one to test with
 
It does not post to the bios so no startup goes on and off. Cant go further than that .

Sounds like a CPU or ram issue or possibly the psu.
Unplug everything out of the mbb barring power/ram/display and then try again
