pc troubles

hey guys i just head up and all the parts to build a pc for my uncle but i am obv doing something wrong!i have put everything in the case hooked up everything front panel wires etc so when i switch on my psu the heatsink spins once so does the gpu fan and case fans then dies then restarts again and does the process again,so i took out all the front header cables and short the pc with a screwdriver thinking it will chage it but nope it does the same thing,i havent put any hdd in i just wanted to seeif it would boot into the bios 1st so hopefully one of u guys can help

specs as followed

i5 2320
gigabyte usb3-b3 board
4gb x2 transend ram
msi gt 430 card
gigabyte odin psu 470watt(i know crappy but i never chose just got dropped off at my place)
and a standard atc case nothing fancy

Start with the minimum. Just power supply, motherboard and CPU. When you switch it on you should get a bunch of beeps indicating there is no RAM.

Then add RAM and GPU ...

did that no beeps....funny thing is as i plug in the psu the fan start spining before i even short the board with the screwdriver and the heatsink slightly m0ves then goes off then slight spins again like its constantly restarting
 
Have you connected it up, out of the case yet? Just the minimum.
 
no its in the case disconected all the front pannel commector?have it plugged in onto onboard gpu,tried running it without ram no beeps,reseated cpu,the psu fan is spinning but the heatsink is slightly moving going off then going again in the same cycle

ok current set up taken the mobo out the the case set it on the box it came in plugged in vga into the onboard gpu then plug the 24pin into the mobo then plugged in 4pin cpu power i switch the psu switch on short the front pannel pins with a screwdriver the psu fan is spinning but the heatsink is slightly spins for a sec then stops does it again then stops
 
I had a similar problem about a year ago, turned out to be a MB fault, so I RTM'd it, but if I were you I would test the parts in another working PC, so swap out the RAM, CPU, Graphics Card and PSU and if the fault appears again then you know its that part, else its most likely the motherboard, by the way did you earth yourself when you were assembling it?
 
haha maybe^^(but if u touch the case arent u automatically drounded or something?)but seriously thinking mobo fault aswel everything a day old hey and i dont have any other sandybridge mobo runnign a 775 myself....but ive phoneds the people they coming out tomorow morning to take a look thanks :)
