PDF in browser, trying to guess the users OS/pdf plugin setup.

I am awaiting more feedback from the end user, via an intermediary.

Below is the browser loading the pdf file (it stalled)

and here is the screenshot (all I have for now) of the floating toolbar over a loaded pdf file.

The toolbar does not look anything like that for me in Edge or Chrome on Windows 10, I am trying to establish the OS/Browser/PDF plugin being used. Does the pdf toolbar look familiar to anyone?
 
Opera? hmm perhaps try IE ... so it is IE11 ...now to figure out why what has been working since 2010 is giving issues. Does IE 11 still receive updates?

Point them here to get the browser info
The icon on the right hand side of screen2 is the adobe PDF one,but who knows how old that might be at this point
 
Based on the choice of font in the loader as well as the order of the icons, I'd say that's the Adobe PDF viewer, likely in IE.
