I think the issue is around age, when you are young then its a inquisitive thing, as you get older it obviously becomes a weird thing.
 
When I was a kid and we went on holiday I sometimes used to run around and look for other people having sex in their rooms/chalets.

But you get over it when you grow up and get laid for yourself. Not sure why you're still into it though :/

I think you should speak to someone about finding ways to curb these behaviours. Indulging in fetishism is absolutely fine as long as it is between consenting adults. Spying on others by definition means you do not have their consent and is an invasion of their privacy.

I dont agree that it's ok to minimize this stuff with humour etc. Suppressed sexual urges can forcibly bring themselves to the surface at times (with negative consequences of varying degrees) and OP should try to avoid getting himself and others into a bad situation.

OP have you considered finding someone who gets off on the same thing and setting up a mutual agreement? A role play of sorts? Have an open understanding that you could be watching her at any point but you dont have to tell her when. That way you get your end of the deal because your timing is still known only to you, you have her consent and she (most likely an exhibitionist) would be getting her kicks too. Try fetish forums if you're looking for a willing participant.
